Marsha Guffey, PhD has over 20 years of expertise on a wide range of subjects that comes from her work as Director of Community and Economic Development for the City of Benton, Research Planner at Metroplan, Director of the Jonesboro Metropolitan Planning Organization, and public administration/political science faculty member at Arkansas State University and the University of Arkansas at Little Rock.

Experience


RESEARCH AND DATA ANALYSIS

Research and data analysis are the heart of many projects Marsha has done, from transportation studies, to low impact development and stormwater management, to subdivision regulations, to briefing papers for the Arkansas Blue Ribbon Commission on Highway Finance, and to welfare reform, among others.

PROJECT MANAGEMENT

Guffey has managed federal and state grants, led public engagement efforts, produced events, led downtown revitalization projects, conducted art competitions, hung art installations, led tours, shepherded complex ordinances through city councils and more.  

GRANT WRITING

Described as “grant-writer extraordinaire” by Congressman French Hill, the Little Rock Port Authority recently received  $6.2 million in “TIGER” funding from a grant written by Guffey.  With experience in writing federal, state and private foundation grants, she can write the compelling stories and research-based analyses needed to receive funding.
